Role-Specific Descriptions


Communications Director (Location: San Juan, PR)

Job Description:

  • Serve as the Oversight Board/Executive Director’s representative and spokesperson in key media outlets and events to communicate the Oversight Board’s mission to stakeholders, giving interviews, authoring articles, and other.
  • Responsible for overseeing media relations, strategy, content and delivery mechanisms, including speeches, publications, briefing materials, magazine articles, press releases, printed, radio and social media management, and development of website content, in consultation with Executive Director, Oversight Board and external advisors.
  • Schedule interviews for Executive Director and Board members.
  • Travel and make appearances, attend meetings on behalf of the Oversight Board.
  • Coordinate activity of third party public relations and advisors regarding related work.
  • Lead and effectively manage advocacy, plan and develop communication campaigns for on-Island stakeholders.
  • Develop positive media relationships.
  • Provide periodical briefings to Oversight Board and Executive Director regards regarding media coverage and attitudes.
  • Monitor media outlets and prepare Executive Summary Reports.

Qualifications:

  • Multi-year experience working in the communications or public relations field of private or public sectors.
  • Should possess strong writing, editing and public speaking and leadership skills, mastery of written and oral Spanish and English are required.
  • Prior “on-the-record” experience.
  • Prior knowledge of economics and finance required.
  • The candidate must have strong network with media agencies, government stakeholders and business community at large.
  • Must demonstrate leadership, integrity, a sharp analytical mind, creativity, and the ability to work under pressure and at a very fast-speed with people across all levels in an organization.
  • Outcome and goal oriented.
  • Excellent organizational and coordination skills.
  • Multitasker and ability to summarize and humanize technical information and produce compelling narratives.

Reports to: Executive Director


Project Manager – Fiscal Plan Implementation (Location: San Juan, PR)

Job Description:

  • Lead a team tasked with the development, monitoring, and implementation of key reforms, including but not limited to, fiscal measures and structural reforms.
  • Work in close connection with the Government to reach reasonable targets and expected implementation timelines.
  • Assist the management and monitoring of projects and progress with PR government.
  • Collect information on project status, identify roadblocks, and any additionally necessary measures.
  • Organize and manage external advisors.
  • Communicate with the Fiscal Plan Implementation Director about important milestones and policy decisions.
  • Integrate technologies during the implementation phase of a project.

Qualifications:

  • 3-5 years of work-related experience in project management.
  • Takes care of the continuous communications issues that crop up.
  • Ability to facilitate meetings and working groups.
  • Analytical and financial planning skills necessary.
  • Must be able to apply problem-solving and experience-based judgement to complex challenges by focusing on the critical issues and constraints that affect business performance.
  • Must demonstrate leadership, integrity, a sharp analytical mind, creativity, and the ability to work with people across all levels in an organization.
  • Ability to communicate results and data into PowerPoint and Excel.

  • Delegation and management skills.
  • Excellent communication skills.
  • MS Excel financial modeling experience.

Financial and Reporting Analyst/Associate – Fiscal Plan Implementation (Location: San Juan, PR)

Job Description:

  • Collect operational data; analyzes financial situation by comparing and analyzing actual results with plans and forecasts.
  • Respond in a timely manner to requests for data, research, analyses, etc. as needed.
  • Guide analysis by establishing and enforcing policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions.
  • Recommend actions by analyzing and interpreting data and making comparative analyses; studying proposed changes in methods and materials.
  • Perform research on companies and industries to assist in the development and critique of government plans.
  • Contribute to team effort by accomplishing related results as needed.
  • Develop communications, both through letters and presentation formats, that convey clearly ideas and recommendations.

Qualifications:

  • Bachelor’s degree with 2-5 years of work-related experience in Finance.
  • Analytical and financial skills a must.
  • Ability to communicate results and data into PowerPoint and Excel.
  • Ability to explain and review analysis/findings with team members.
  • Conduct research on specific topics and apply it.
  • Fully bilingual.
  • Excellent proficiency in Excel and Power Point.
  • Corporate or government experience are nice-to-have.

Reports to: Fiscal Plan Implementation Director and/or Project Manager


Chief Economist (Location: San Juan, PR)

Job Description:

  • Analyze key macroeconomic data and prepare reports that develop practical policy recommendations.
  • Develop and interpret macroeconomic models in coordination with other advisors, including, but not limited to including data on economic growth, inflation, and employment.
  • Conduct economic analysis, quantitative methods, and research to assist in the Oversight Board’s work.
  • Work with the Fiscal Plan Implementation Director to track fiscal measures and structural reforms and their impact on the local economy, and to identify implementation challenges and additional measures required.
  • Make policy recommendations including structural reforms, to bolster growth and improve fiscal performance.
  • Analyze and research mainland/state, Caribbean, and world economies to incorporate best practices and develop comparative models.
  • Collaborate with the Puerto Rico Planning Board, the Economic Development Bank, and the Institute of Statistics, and other relevant territorial entities.
  • Communicate with the Executive Director and the Board about important milestones and policy decisions.

Qualifications:

  • Master’s degree, Ph.D., or similar degree. Background in economics and/or mathematics strongly preferred.
  • Multi-year experience working with government agencies, international/multilateral organizations.
  • Analytical and skills necessary.
  • Must be able to apply problem-solving and experience-based judgement to complex challenges by focusing on the critical issues and constraints that affect business performance.
  • Must demonstrate leadership, integrity, a sharp analytical mind, creativity, and the ability to work with people across all levels in an organization.
  • Excellent communication skills.

  • Economic and financial modeling experience.
