The report presents an overview of human capital development in Puerto Rico based on the commonly used indicators of this concept, mainly education. It provides an international and national comparison that includes Puerto Rico for educational attainment and outcomes of education, which is a key indicator. In short, the report should be considered a first step in a process of developing a Human Capital Policy for Puerto Rico. Such a policy requires integrating education, health, labor market, social policies and programs and the process of creating and accessing knowledge.
In addition to indicators of education, the report also includes those related directly to the labor force and labor market, as they provide a view of the resulting outcomes from education and training, information technology employment, and the demographics that characterize the labor force.
