Revitalization Coordinator

José R. Pérez-Riera joined the Oversight Board as Revitalization Coordinator on August 21, 2023, after Governor Pedro R. Pierluisi designated him for that role. Most recently, he served as Chief Executive Officer of the Puerto Rico Economic Development Company, providing legal, investment banking and strategic business consulting advice alongside various major international consulting companies. 

From 2009 to 2013, Pérez-Riera was Puerto Rico Secretary of Economic Development & Commerce, where he led Puerto Rico’s economic development initiatives.  He served as Chairman of the Board of several public corporations and was named to the Intergovernmental Policy Advisory Committee on Trade, which advises and makes recommendations to the U.S. Trade Representative.

Prior to his tenure in public service, Pérez-Riera worked at UBS Group AG, Lehman Brothers and Barclays PLC as an investment banker. He has also worked as an attorney at several large international law firms and served as a judicial law clerk for the then-Chief Judge of the U.S. District Court for the District of Puerto Rico.

Pérez-Riera is a member of the Bars in Puerto Rico, New York, Florida, and the District of Columbia. He holds a Municipal Securities Principal (Series 53) and Municipal Securities Representative (Series 52) license from the Financial Industry Regulatory Authority (FINRA). He received his Bachelor of Arts from Georgetown University in Washington, D.C., and holds Juris Doctorate from Georgetown University Law Center.
